About Glencore Capital Projects Group (CPG)

The Capital Projects Group (CPG) is Glencore’s dedicated organisation for developing and delivering selected major capital projects across its global Commodity Departments. Working within the Life of Asset (LOA) management process, CPG will typically begin supporting selected major projects post concept development when a project is gated to the pre-Feasibility stage (PFS entry). Collaborating deeply with the respective Commodity Department and regional team, CPG is able to shape, develop and execute, major projects from PFS onwards, into Feasibility and then Execution and handover, deploying organisation capability and project management expertise to achieve targeted outcomes safely and with predictable capital productivity.

Operating with agility and deep expertise, CPG will collaborate with each Commodity Department to develop fit for purpose delivery models that leverage and maximise regional capabilities and skills for each project that it either supports or is accountable for. As Glencore’s portfolio and LOA plans evolve, CPG will strive to continue enhance its impact and influence, driving safe, responsible and sustainable project delivery to the business.

 

Project Controls Manager – El Pachon Project

Qualifications/Skills

  • Tertiary Qualifications in Engineering, Finance, Construction, Project Management, or a related discipline
  • Project management certification (AACE, PMI) preferred
  • 15+ years in project controls roles in mining, infrastructure, or industrial projects
  • Strong knowledge of project controls systems and methodologies
  • Fluency in English and Spanish (written and spoken)
  • Experience working across multi-disciplinary and multi-location teams
  • Prior experience in South American projects preferred

 

Main Objective of the Job

As a key member of the Capital Projects Group (CPG) leadership team, the Project Controls Manager is accountable for managing project controls functions within the CPG South America portfolio. Reporting to the Project Director, this role ensures the effective implementation of cost control, scheduling, and change management practices across projects. The role will establish and oversee project controls frameworks to ensure CPG projects are delivered on time and on budget in accordance with the Capital Management Framework (CMF).

 

Operating Context

This role works closely with the CPG Project Director and interfaces with regional and corporate stakeholders, including Project Services, Finance, Technical Services, Procurement, and external consultants/contractors. The role requires proactive alignment with the Capital Management Framework (CMF), ensuring that global standards and local execution realities are integrated to support efficient and responsible capital deployment. Regular site visits to San Juan, Argentina, are to be expected.

 

Experience

  • Proven track record with mega-projects, especially greenfield developments
  • Extensive cost estimating, cost control, scheduling, risk, and change management experience
  • Effective leadership of high-performing project controls teams
  • Strong interpersonal skills for stakeholder engagement
  • Commercial, analytical, and strategic advisory capabilities

 

Key Accountabilities

  1. Execute Project Controls Programs:
    Lead and implement cost, schedule, and change control programs aligned with CMF for CPG projects.
  2. Reporting & Transparency:
    Ensure project controls reporting across the CPG South America portfolio is standardized and accurate to support informed decision-making.
  3. Capital Management Framework (CMF):
    Champion and adapt CMF processes, tools, and structures to suit individual project needs while maintaining consistency.
  4. Strategic Advice:
    Provide data-driven insight to support project prioritization, risk mitigation, and capital allocation decisions.
  5. Project Support:
    Enable the successful execution of CPG projects by ensuring controls frameworks are embedded and functional.
  6. Risk Management:
    Oversee project risk processes: identification, quantification, response planning, and reporting. Lead regular risk reviews.
  7. Tools & Templates:
    Develop and improve planning, forecasting, cost, and risk templates and ensure consistent use.
  8. Innovation & Improvement:
    Seek opportunities to improve project delivery effectiveness through better tools, systems, and processes.
  9. Culture & Capability:
    Promote a culture of continuous improvement. Coach and mentor project teams in controls and capital processes.
