Job Description
Under the direct supervision of the Manager Asset protection operations, the incumbent is responsible for establishing, managing and coordinating KCC's Forward Operating Base network across designated operational sectors. The FOBs will serve as strategically positioned security and response hubs, providing a rapid, coordinated and controlled response capability to security incidents, operational disruptions, emergencies, community-related incidents, intrusions, theft, traffic incidents and other threats affecting KCC personnel, assets and operations. The incumbent will oversee the deployment and readiness of KCC security personnel and coordinate, where applicable, with Police and other authorized security stakeholders operating within the designated sector.
The role will ensure that each FOB maintains a high level of operational readiness, communication, discipline, security coverage and response capability, while ensuring that all activities are conducted in accordance with KCC policies, applicable laws, human rights principles and relevant Group standards.
He/She will have, among other things, the following responsibilities (non-exhaustive):
1. Forward Operating Base Management:
- Lead the establishment, organization and day-to-day operation of Forward Operating Bases within assigned sectors, ensuring alignment with KCC Asset Protection priorities and operational requirements.
- Maintain a detailed understanding of sector security risks, critical assets, access routes, operational priorities and response requirements to support effective FOB positioning and deployment.
- Participate in relevant operational and security coordination forums and provide timely input on security risks, resource requirements, incident trends and response readiness.
- Maintain a visible operational presence across assigned sectors through regular FOB inspections, field engagement and verification of personnel, equipment, communications and response readiness.
- Coordinate with operational leaders and relevant stakeholders to ensure security measures are risk-based, operationally practical, consistent with KCC standards and compliant with applicable legislation.
2. Rapid Response and Incident Management
- Lead and coordinate the rapid response to security incidents occurring within the assigned sector.
- Ensure FOB response teams are appropriately positioned and ready to intervene when required.
- Respond to and coordinate the management of incidents including, but not limited to:
- Intrusions and unauthorized access;
- Theft and attempted theft;
- Security breaches;
- Threats against personnel or company assets;
- Community-related disturbances;
- Road traffic/security incidents;
- Emergencies and major incidents;
- Illegal activities affecting KCC operations;
- Protection of critical infrastructure and assets.
- Ensure incidents are assessed, escalated and managed in accordance with KCC emergency and security procedures.
- Establish appropriate incident command arrangements during major security events.
- Coordinate the mobilisation of additional security resources when the incident exceeds the capability of the local FOB.
- Ensure timely communication and escalation to Security Management and relevant stakeholders.
3. Security Personnel Management
- Supervise and coordinate KCC security personnel deployed within the FOB and assigned sector.
- Ensure adequate staffing levels and appropriate deployment of personnel according to operational risk.
- Develop and monitor duty rosters, patrol plans and response coverage.
- Conduct regular briefings and debriefings with security personnel.
- Ensure personnel understand their roles, responsibilities, escalation procedures and rules of engagement.
- Monitor discipline, attendance, performance and compliance with security procedures.
- Identify training and competency gaps and recommend appropriate development actions.
- Promote a professional, disciplined and service-oriented security culture.
- Ensure personnel remain operationally ready throughout their assigned shifts.
4. Coordination with Police and External Security Stakeholders
- Establish and maintain effective working relationships with Police and other competent authorities operating within the designated sector.
- Coordinate security responses with Police when legally required or operationally appropriate.
- Ensure that the involvement of external authorities is managed in accordance with KCC procedures and applicable legislation.
- Maintain clear communication channels and escalation protocols with relevant authorities.
- Support the appropriate handover of suspects, evidence or incidents to competent authorities where required.
- Ensure that all interactions with external security forces respect KCC policies, applicable law and human rights requirements.
5. Patrol and Area Security
- Plan, coordinate and supervise security patrols within the designated operational sector.
- Ensure patrols are risk-based and focused on identified security vulnerabilities and critical assets.
- Monitor access points, critical infrastructure, camps, operational areas and other high-risk locations.
- Analyse patrol findings and security observations to identify emerging threats.
- Adjust patrol patterns and security deployment in response to changing risks.
- Ensure appropriate documentation of patrol activities, observations and incidents.
- Conduct regular security inspections of the assigned area.
6. Intelligence and Risk Monitoring
- Maintain awareness of security threats, criminal activity and emerging risks within the assigned sector.
- Collect and analyse relevant security information from security personnel, intelligence functions, operational departments and authorised external sources.
- Identify trends, recurring incidents, vulnerabilities and potential threats.
- Provide timely security intelligence and risk updates to Security Management.
- Contribute to sector security risk assessments.
- Recommend preventive measures and adjustments to security deployment based on identified risks.
- Maintain effective communication with KCC Intelligence, Investigations, Security Operations and other relevant functions.
7. Incident Reporting and Investigation Support
- Ensure all security incidents occurring within the FOB's area of responsibility are properly recorded and reported.
- Ensure accurate and timely completion of incident reports and operational logs.
- Preserve relevant information and evidence following significant incidents.
- Support Investigations and Legal functions during investigations when required.
- Ensure appropriate preservation of incident scenes until authorised personnel arrive.
- Provide operational information, witness details, security logs and other relevant documentation to investigators.
- Monitor corrective and preventive actions arising from security incidents.
8. Community and Stakeholder Interface
- Support the prevention and management of security incidents involving local communities within the assigned sector.
- Maintain professional relationships with relevant community and local stakeholders within the limits of the role.
- Coordinate with Social Performance and other relevant KCC departments when community-related security issues arise.
- Identify potential community tensions or emerging threats that may affect KCC operations.
- Ensure security personnel interact with community members professionally and respectfully.
- Promote the use of appropriate de-escalation approaches during community-related incidents.
9. Emergency Preparedness and Response
- Ensure FOB personnel are prepared to respond to emergency and crisis situations.
- Participate in security emergency exercises, drills and simulations.
- Maintain and regularly test communication and emergency response systems.
- Ensure emergency response procedures are understood by deployed personnel.
- Support the wider KCC Emergency Management and Crisis Management structures when activated.
- Ensure lessons learned from incidents and exercises are incorporated into FOB procedures.
10. Compliance, Human Rights and Governance
- Ensure all FOB activities comply with KCC policies, procedures and applicable Congolese laws.
- Promote professional conduct, integrity and accountability among security personnel.
- Ensure security activities respect fundamental human rights and applicable security and human rights principles.
- Ensure appropriate use of force principles and escalation procedures are understood and followed.
- Maintain confidentiality of sensitive security information.
- Ensure accurate and auditable records are maintained.
- Report any security personnel misconduct, abuse or procedural violations through the appropriate channels.
Job Requirements
Qualifications and Experience
- Bachelor’s degree in security management, Criminology, Law, Police/Military Science, Risk Management or a related field.
- Relevant security management or emergency management certification would be an advantage.
- Minimum 7–10 years of relevant security experience, preferably within mining, industrial, infrastructure or other high-risk environments.
- At least 3–5 years in a supervisory or management position within security operations.
- Demonstrated experience managing security teams and geographically dispersed security operations.
- Proven experience in incident response, emergency management and security risk management.
- Experience working with Police, law-enforcement agencies or other security stakeholders.
- Experience managing security operations in remote or challenging environments would be highly advantageous.
- Mining-sector experience is strongly preferred.
