Main Objectives of the Position

 

Reporting directly to the General Manager - Project, the Construction Manager – Tailings Storage Facility (TSF) is responsible for leading the safe, efficient, and compliant execution of all construction activities related to Mutanda Mining's Tailings Storage Facility (TSF) expansion and associated water management infrastructure.

 

The incumbent will oversee the planning, coordination, execution, monitoring, and successful delivery of construction works while ensuring compliance with approved engineering designs, project schedules, budgets, quality standards, dam safety requirements, and regulatory obligations. The role provides strategic leadership to EPCM contractors, construction contractors, and multidisciplinary project teams while ensuring full compliance with Glencore standards and the Global Industry Standard on Tailings Management (GISTM).

 

Minimum Qualifications

 

  • Bachelor's Degree in Civil Engineering, Mining Engineering, Geotechnical Engineering, Construction Management, or a related engineering discipline.
  • Professional Engineering registration or eligibility is desirable.
  • PMP, PRINCE2, or equivalent Project Management certification is an advantage.
  • Training in dam safety, tailings management, or large earthworks construction is highly desirable.
  • Strong knowledge of GISTM, ICOLD, ANCOLD, CDA, or equivalent international tailings management standards.
  • Proficiency in Primavera P6, Microsoft Project, and Microsoft Office Suite.

 

Required Experience

 

  • Minimum 10 years' experience in construction management within mining, civil infrastructure, tailings storage facilities (TSF), dams, or major earthworks projects.
  • Proven experience delivering large capital construction projects from planning through commissioning and handover.
  • Demonstrated experience managing EPCM contractors, construction contractors, and multidisciplinary site teams.
  • Experience with TSF construction, dam raises, water retention structures, diversion channels, or hydraulic infrastructure is highly desirable.
  • Experience working in remote mining environments and multicultural workforces.
  • Experience in the DRC or other African mining jurisdictions will be an advantage.

  • Strong understanding of earthworks, civil construction, geotechnical engineering, and water management infrastructure.
  • Excellent leadership and stakeholder management skills.
  • Strong knowledge of construction methodologies, QA/QC systems, and project controls.
  • Ability to interpret engineering drawings, technical specifications, and construction procedures.
  • Excellent contract administration and change management skills.
  • Strong planning, scheduling, and reporting capabilities.
  • Excellent analytical, problem-solving, and decision-making skills.
  • High commitment to Health, Safety, Environment and Community (HSEC).
  • Strong written and verbal communication skills in English.

 

Key Responsibilities

 

  • Lead all TSF construction activities from mobilization through commissioning and operational handover.
  • Ensure construction works are delivered safely, within scope, on schedule, and within approved budgets.
  • Coordinate EPCM contractors, construction contractors, consultants, and owner teams.
  • Develop and implement construction execution strategies and work plans.
  • Manage construction of TSF embankments, dam raises, containment structures, drainage systems, spillways, reclaim water systems, pump stations, and associated infrastructure.
  • Ensure compliance with approved engineering designs, dam safety requirements, and GISTM principles.
  • Implement Construction Quality Assurance (CQA) and Construction Quality Control (CQC) programmes.
  • Coordinate with the Engineer of Record (EoR), Responsible Tailings Facility Engineer (RTFE), and other technical specialists.
  • Monitor construction progress, quality, costs, risks, and contractor performance.
  • Ensure compliance with contractual obligations, regulatory requirements, and Glencore standards.
  • Support commissioning, operational readiness, and project handover activities.
  • Promote continuous improvement and lessons learned throughout project execution.
  • Comply with Glencore’s environmental management requirements and procedures as well as MUMI SARL’s environmental policy.
