POSITION OVERVIEW

 

The Regional HR Head - Governance & Systems + GDRC HRBP will lead HR governance, compliance, compensation and benefits management, and HR system operations across Copper Africa, with specific accountability as HR Business Partner for Glencore’s operations in the Democratic Republic of Congo (GDRC). This senior position is pivotal to ensuring HR operational excellence and compliance, enabling Glencore Copper Africa to achieve its strategic HR objectives and support long-term business sustainability.

 

KEY ACCOUNTABILITIES

 

HR Governance & Compliance

  • Develop, implement, and maintain robust regional HR governance frameworks and policies ensuring alignment with local labor laws and Glencore global standards.
  • Lead regular HR compliance audits and coordinate timely action plans for addressing audit findings.
  • Ensure adherence to DRC labor legislation and Glencore internal HR standards, minimizing risk exposure.

 

HR Systems & Analytics

  • Oversee and optimize the performance of regional HR Information Systems (HRIS) and payroll processes, ensuring accuracy, efficiency, and compliance.
  • Drive continuous improvement initiatives to streamline HR systems, enhancing user experience and reporting capabilities.
  • Develop and implement analytics frameworks that inform strategic HR decision-making and operational improvements.

 

HR Business Partner (GDRC)

  • Serve as the primary HR Business Partner for the GDRC office, ensuring alignment between HR initiatives and business objectives.
  • Provide strategic advice and operational support for talent management, employee relations, and organizational development initiatives.
  • Facilitate performance management and succession planning activities in line with regional standards and local operational requirements.

 

Compensation & Benefits Management

  • Oversee the design, implementation, and management of compensation and benefits strategies for Copper Africa, ensuring alignment with market standards and internal equity.
  • Conduct regular salary benchmarking and compensation surveys to inform strategic decisions and maintain competitive positioning.
  • Manage regional and GDRC-specific compensation reviews and benefits programs, including policy design, review processes, and communication to employees.
  • Provide expert advice and guidance on reward policies, benefit plans, and incentive schemes, ensuring regulatory compliance and alignment with company objectives.

 

Strategic HR Support

  • Support the Regional HR Lead in strategic HR planning, governance strategy, and the roll-out of regional HR programs.
  • Collaborate closely with other regional HR leaders to ensure consistent implementation and governance of HR processes across Copper Africa.
  • Lead initiatives that embed the Glencore values and support the regional culture transformation agenda, emphasizing accountability, simplicity, openness, and integrity.

 

KEY PERFORMANCE INDICATORS (KPIs)

  • 100% compliance with HR governance, DRC labor audits, and internal audits.
  • Successful implementation and management of HRIS (Success Factor).
  • Effective HR Budget Management 
  • Reward management (Payroll accuracy rate maintained at ≤1% error).
  • Policy adherence rate of ≥95% across Copper Africa.
  • Timely and accurate delivery of monthly HR dashboards and analytics.
  • Effective support and engagement with GDRC operations demonstrated through internal stakeholder satisfaction feedback.
  • Regular completion and analysis of compensation benchmarking surveys, maintaining competitiveness of the reward strategy.
  • Timely and effective management of compensation review processes.

 

 

QUALIFICATION & EXPERIENCE

 

Minimum Qualifications:

  • Bachelor’s degree in human resources, Business Administration, or related fields; master’s degree preferred.
  • Relevant professional certifications (e.g., CIPD, SHRM) advantageous.

 

Experience:

  • Minimum of 10 years progressive HR experience, including at least 5 years in senior HR governance, compliance, compensation and benefits, and HRIS management roles.
  • Demonstrated experience working within international or multi-national environments, preferably within mining or related sectors in Africa.
  • Proven track record of effective business partnering, leading HR system implementations, and driving governance and compliance initiatives.

 

Competencies & Skills:

  • Exceptional understanding and application of HR compliance, governance frameworks, and reward management.
  • Strong knowledge of DRC labor laws and international HR best practices.
  • Advanced analytical skills with demonstrated ability to leverage HR data for decision-making.
  • Strategic thinking, excellent interpersonal skills, and ability to build strong stakeholder relationships at all organizational levels.
  • Proven leadership capabilities, including strong project management and change management skills.
  • Fluent in English and French (written and spoken).
  • Proficiency in Microsoft Office Suite and relevant HRIS applications.
